Details: Target price range: a couple hundred bucks. What can I get for that? Name brand suggestions and other ideas of what to look for would be great.

Target Schwinn, crusier bike is the way to go. I go mine when they had a sale and it was his time last year. Bike is supper comfortable to ride with a big seat and wide handle bars. All for less than $100 bucks.
